They purposely arrange it so that they don’t set a precedent showing the registry to be punishment. They don’t want a large group to get off the registry all at once.
It’s upsetting to see that they held on to the favorable ruiling in 3 cases so they could release it with the unfavorable ruiling in the fourth. I don’t know if the fourth case was on the horizon eight months earlier when the first 3 were decided. But the fact that one of the justices is calling attention to the issue makes me think that the whole thing was planned.
